That’s Your New Compliance Problem.

Conversations in the past month — a client reviewing their AI booking tool implementation, a GDS provider briefing me on their agentic roadmap, and a GBTA committee session. The same problem surfaced in all three.
The compliance tools work. Every major OBT enforces rate caps. Best-in-class programmes run 90–95% booking-channel compliance. Travel managers asking whether their AI tool enforces policy are asking the right question two years too late.
The question almost nobody is asking: can the AI actually see your contracted hotel rate?
Contracted rates live in the GDS as rate codes — often bare numbers stripped of the attributes that justify them. No breakfast flag, no cancellation policy, no flexibility note. OTA rates travel differently. They carry amenity tags, cancellation flags, location scores, guest ratings. An AI shortlist engine ranks what it can read. A contracted rate at $189 with no attributes is structurally disadvantaged against an OTA rate at $199 with breakfast and free cancellation attached — not because the contracted rate is worse, but because the AI cannot confidently rank it.
GBTA’s 2026 research quantifies the result: 72% of travel buyers say their travellers find cheaper options outside managed channels. Rate caps are enforced. Hotel leakage persists. The shortlist is broken before compliance even starts.
